Q7126717 and Q7126699 are about 2 processes which are used together.

digital distribution (Q269415): Content distributed online may be streamed or downloaded, and often consists of books, films and television programs, music, software, and video games. Streaming involves downloading and using content at a user's request, or "on-demand", rather than allowing a user to store it permanently. By contrast, fully downloading content to a hard drive or other form of storage media may allow offline access in the future. Downloading: generally transfers entire files for local storage and later use, as contrasted with streaming, where the data is used nearly immediately, while the transmission is still in progress, and which may not be stored long-term --Fractaler (talk) 16:52, 11 August 2017 (UTC)[reply]
I prefer definition from Wikidata for download: "to receive data to a local system from a remote system" - this is what used more often, without complexity of partial or complete files.
With Wikidata definition steaming is a subclass or equivalent of downdload.
