I am gathering material for Henry Charles Otter, a Royal Navy Officer who surveyed the north and west coasts of Scotland in the mid 19th-Century. The Wikidata entry for Otter is to a biographical article in the Naval Biographical Dictionary. Is this normal? An entry for a person, with the biographical article as a reference, would seem more helpful. One option is to change Q24020312 to refer to the person, the other to add a new entry for the person and leave Q24020312 unchanged. Which is appropriate? I am less familiar with the norms and conventions of Wikidata than of WP and Commons, so help appreciated. If the second option, how should the two entries be linked?
