The result could be:

«Creation of properties should be allowed only to a specific user group (the "property creators"), and to all admins.
However, there should be a strong advice on the Property Creation process, to discourage creation of non-previously-discussed properties.»

Technical implementation

So this sounds all good and stuff, except it's not technically possible. (mw:Manual:Preventing_access#Restrict_page_creation_in_certain_namespaces). We could however set up an abusefilter rule which would then prevent any non-property creator user from creating a page. Thoughts? Legoktm (talk) 12:21, 6 April 2013 (UTC)
